The Lake Barcroft Association (LBA) is a homeowner's association and the governing body for the Lake Barcroft community. The LBA Board of Directors consists of 13 directors, elected by the membership of LBA for two-year terms, with a three term limit.

Board meetings are held on the second Wednesday of the month at the Lake Manager's office at 6425 Lakeview Drive. All regular Board meetings begin at 7:30pm and are open to community members.

MARK CAVICH: My family came to Lake Barcroft in 1980. My mom, unbeknownst to my father, bought his old poker buddy's home on Duff Drive. I grew up in that home, attending Bailey’s Elementary, Glasgow Middle School, Gonzaga High School, and ultimately earning my BFA from the Corcoran School of Art and Design. All the while I stayed close to the Lake and her tree lined shores. My father passed away in May of 1992 and my mother held on to the house another 8 years. Weeks after she sold it, I had a sinking feeling that we left a special community behind. A community in which I had hoped to raise my children... take them boating, fishing... show them the various birds, waterfowl. I had to get back for my wife. She knew the lake well, too. In our College days she swam and read books down at Beach 4, and would occasionally humor me by accompanying me on early evening fishing trips. And lastly, I had to get back for myself. Lake Barcroft has always been a place of refuge for me. I would walk around the beaches, take a boat ride, a long swim, run, sit and read at a picnic table, or best of all, go skateboarding down the many long hills.... coming home rejuvenated and often inspired. In December of 2004 we did it. With the help of my old friend Karen Freiji, my wife, two daughters, mother and I bought our home on Crosswoods Drive. Eden, my oldest, attends Sleepy Hollow and Ana, the younger, attends a local day school. Dominique, my super-wife, runs our graphic design company from the home office; while I hold my post as senior art director of publication design at Access Intelligence in Rockville, MD. I've been there for over 10 years. I would love the opportunity to give back to our community by volunteering on the board. There are many fields I can offer assistance in. I am great with publication design (perhaps updating the newsletter template). I'm a good laborer (community clean-up efforts). I posses a sound aesthetic sense (good for the architectural review board perhaps). I believe in reforestation as well as promoting a healthy local ecosystem. I like the idea of Green Building with reclaimed materials. Above all, I'm just a community kid who wants to lend a hand. Thanks for your consideration.

CAROLYN COLDREN and her husband John moved to Lake Barcroft in 1987 from Northwest D.C., when John's office moved to Skyline. A historian by training, Carolyn works at the U.S. Department of Transportation negotiating air transport agreements.

Carolyn has been active in Lake Barcroft and community affairs. She has served on the boards of the Bailey's, Glasgow and JEB Stuart PTA's. Currently she serves as treasurer for the Newcomer's, participates in the evening book club and the Barcrofter's, tutors for the Fairfax County Volunteer Learning Program and works with the Naomi Project, a one-to-one volunteer program for high-risk pregnant women.

Born in New York City, Carolyn spent ten years in Mexico City as a child, learning Spanish and gaining a life-long interest in Latin America. She returned to New York to attend Hunter College, moved to Texas for a master's degree at the University of Texas and then to Washington.

Carolyn's son Mark, now stationed in the Middle East with the Navy, attended Bailey's, Glasgow and JEB Stuart. As an avid swimmer and kayaker, Carolyn loves Lake Barcroft and will work to preserve and enhance this unique community.

STUART FELDSTEIN has recently retired from a 40-year career as an attorney in Washington. His path took him from the Federal Communications Commission, to General Counsel of the National Cable Television Association, to senior partner in a communications law firm. Since his retirement he has taken on an increasing number of volunteer activities. He supervises a children's chess club and teaches beginning computer skills to adults at Woodrow Wilson Library. He is active at his Alexandria synagogue, currently serving as chairman of the budget committee. Stuart is also doing pro bono legal work for a non-profit consortium of international conflict resolution organizations. (Could there be a need for conflict resolution in Lake Barcroft?!) Stuart and his wife Ellen, the associate editor of the Lake Barcroft Newsletter, moved to the community in 1972 - just five weeks before Agnes took away the Lake. Their children Dan and Karen attended Belvedere, Glasgow and Stuart.

DAVID GOSLIN and his wife, Nancy McGirr, moved to Lake Barcroft in 1989. He will complete his two-year term as President of the LBA Board in February. A sociologist by training, he retired from his most recent position after 14 years as President and CEO of the American Institutes for Research in 2001. He serves on several non-profit Boards and was a member of the LBA Board from 1994 to 2000 and President of the Board from 1996 to 1998. During his previous tenure on the LBA Board he helped design a community survey that revealed, among other things, the demographic changes that have characterized the community in recent years and the commitment of LBA members to their community. Dave shares this commitment and believes that the highest priorities for the LBA Board must continue to be the health of the lake, improvement of the community's resources, and security. Dave and Nancy have two teenage sons at JEB Stuart High School and are enthusiastic about the opportunities this area offers for their academic, social, and cultural development. All members of the family make extensive use of the lake: swimming regularly, fishing, boating, and windsurfing. Son David is refurbishing the nature trail at Beach 5 for his Eagle Scout service project.

BILL HERZ moved to Lake Barcroft in 2002 with his wife, Christy, and their two children. They are active in the Newcomers Club (Christy has delivered welcome bags to new neighbors for two years). He has been involved in the lake's Geesepeace program as well as Fairfax County environmental planning issues such as watershed restoration efforts. An environmental scientist, Bill has a B.S. in biology from Cornell University and a Masters of Public Health in environmental and occupational science from George Washington University. For the past five years he has been the Director of Scientific Programs for The Fertilizer Institute, where he manages research and stewardship of water quality issues and often interacts with state and federal regulators. His past work experience includes assisting the Environmental Protection Agency (EPA) in prioritizing drinking water contaminants while at the George Washington University Center for Risk Management. Before that he was a senior scientist at the law firm of Swidler Berlin et al. He also worked as an environmental consultant for ten years specializing in risk assessment and risk management. Bill feels he can be especially useful in managing the community's scientific issues. As a board member, he will work to preserve and enhance our natural surroundings and promote cost-effective management of LBA resources. Bill understands that the board must operate from a consensus-based perspective; he believes his experience would complement that of existing board members, and he will listen to all community members willing to contribute to an issue. Bill and Christy have been delighted with the warmth and generosity of Lake Barcroft residents as well as with the neighborhood's natural environment; Bill can often be found kayaking on the lake, wondering what he would be doing if he lived elsewhere.

KEVIN HOWE is presently Chair of the Lake Barcroft Architectural Review Committee. Growing up surfing, rock climbing and backpacking in California, he never thought the eastern US could be a place he would live - times change. Drawn to the Lake for the incredible natural beauty of the Barcroft community (nature and people) and the ability to kayak every day, he moved here three years ago with his wife, Betsy Washington and their son Joshua (14). Academically, he has graduate degrees in Biology and has taught and done ecological research at various Universities in the US before coming to the Smithsonian Institution to do research. Then fifteen years ago a major career shift to construction and he now owns a construction company named after his dog (now deceased). He also teaches kayaking part time for L.L. Bean. Betsy, also educated as a Biologist, took a career change into Landscape Design (she has her own firm) and teaches in the Landscape Design graduate program at George Washington University. Aside from work and when not kayaking on the Lake, he may be off whitewater kayaking, cross country skiing, snowboarding, climbing snowy mountains or some other extreme quest. Kevin wishes to become a member of the Board to give something back to this great community and assist in maintaining and enhancing the appreciation of its natural beauty.

STEVE KLEIN and his wife, Burma, have lived in Lake Barcroft since 1981. In 1993, they realized their dream and moved to a lakefront home. Burma is active in the Lake Barcroft Woman’s Club and is an associate broker with Re/Max Allegiance Realty. Steve has an MBA from the University of Chicago, and is employed by the Center for Naval Analyses, where he specializes in the areas of cost analyses, program planning and program management for the U.S. Marine Corps.
 
 
 
 
 
 

LISA LEVINE her husband Ralph Petta and boys Cole and Zach, moved to Lake Barcroft in 2002. They enjoy kayaking, boating, swimming, running, and socializing with their wonderful neighbors. Lisa just completed a 2-year term as Newcomers’ Club president. During her tenure, the club witnessed its largest membership ever and is in the best financial situation in its history. Monthly events were held, and more than $1,200 was raised to donate to the Katrina relief effort. Lisa will chair next year’s Hoop It Up Night at Glasgow, and volunteers at Sleepy Hollow. Lisa is employed as Executive Director of a nonprofit foundation where she is challenged to raise funds and identify research worthy of grant funding. Previously, as Executive Director of the Washington Metropolitan Chapter of the Community Associations Institute, she prepared and delivered testimony to the Virginia, Maryland and D.C. legislatures on behalf of community associations. Lisa looks forward to serving the community on the LBA Board.

GERALD (Jerry) MENDENHALL initially moved to Lake Barcroft in 1977. He married Randa in 1980, and they lived here until 1983 when business moved them to Westchester County, New York. At the first opportunity they returned to Lake Barcroft, and they have lived here since 1988. He has been a member of the Lake Barcroft Association Board of Directors for the past year and chairman of the Maintenance and Improvements committee. This committee has overseen the on going cleaning and planting activities that maintain the beauty of our community. During this period the committee also completed several projects in the Cloisters area (formerly Parcel A) including planting tree barriers, clearly establishing LBA property lines, and designing and building steps to Beach Two (this latter project is scheduled for completion in the Spring of 2006). He wants to continue to serve the community to help retain the special character of Lake Barcroft. Jerry was a general partner in a large international accounting and consulting firm, and, since 1986 he has managed his own consulting practice specializing in improving operations and organizations. He is a Mechanical Engineer (Purdue University) with an MBA (University of Chicago) and a Certified Public Accountant (no longer active). Randa is a licensed tour guide of Washington, DC, and she is active with several community groups. Randa and Jerry continue to renovate their Mansfield Road home and plan to spend their retirement there.

JOE PISCIOTTA, his wife Aileen and son Nick have been active Lake Barcroft residents since 1991. Joe has proven to be an inveterate leader and organizer, serving as past Newcomers’ Club membership chairman and president, as well as “Santa” for the gift exchange and organizer of the Labor Day Games for 10 years. With advanced degrees in education and administration, Joe was a history teacher, soccer coach, director of intramurals and a faculty leader at T.C. Williams High School for 30 years. As an entrepreneur, he has established one foundation and two companies and is currently president of American Spirit LLC. He is also an amateur photographer whose 9/11 photographs were shown at the Corcoran. He believes that a healthy Lake, active volunteers, social camaraderie and communication are the lifeblood of our unique community, and will work to sustain them as we gain new neighbors and address new issues.

SHIRLEY TIMASHEV was elected to the LBA Board of Directors in 2004, and since then has held the portfolio of Special Events. Working with individuals and organizations around the lake, she has helped provide continuity to the planning of Sand Day, the Ice Cream Social, 4th of July events, and Labor Day Games. BBQ on the Beach was added in August, 2005. Noting that there are ad hoc groups enriching the community with musical events and other types of programs, Shirley has reached out to provide assistance in publicity and other matters to the organizers of Music on the Lake, Rusticway Chamber Music Series, and House Concerts. A key part of this activity has been expansion of the Calendar of Events listings on the LBA website. Any person or any organization holding an event open to the whole community can get a listing on that page, and the newly HTML-trained Special Events coordinator can link a downloadable flyer to the listing. The web-based calendar has also become a good place to check for possible conflicts before scheduling events. In earlier service to the community, Shirley was president of the Lake Barcroft Woman's Club. She is a second generation Barcrofter, and moved with her husband Slava into the family home in 1999 after the death of her mother, Carolyn Jones Lyons - a person energetically involved in the formation of many activities that are Lake Barcroft traditions today. Shirley is a licensed tour guide in Washington, DC. Before settling here she was in Russia for six years, teaching marketing and management at Urals State Technical University in Ekaterinburg. Before that she was at Florida Atlantic University, serving as Director of Development for the College of Business. She has two adult children and a stepson, and five grandchildren to date.

PETE WALKER and his family have been residents of Lake Barcroft since 1981. His wife, Anne, a past president of the Lake Barcroft Woman's Club, has a PhD in linguistics and presents seminars to people in the juvenile justice system on how to question children involved with the legal system. They have three grown children, two daughters in the local area (one of whom is a graduate of JEB Stuart) and a son who is a retired naval aviator now working in San Diego.

Pete is a Naval Academy graduate who served in the Navy for twenty-seven years. During his career, he commanded two ships and served in the American Embassy in Tokyo. Since retiring he has been employed by several firms providing services in the areas of ship repair, electronic commerce, and the environment.

For the past two years, Pete has been a member of the LBA board and serves as chairman of the LBA Security Committee. Previously, he was appointed to the Lake Barcroft Community Association to complete the term of a member who left the Lake. Pete's vision for Lake Barcroft is that it remain a quiet and secure neighborhood where residents can enjoy living in the "best kept secret in Northern Virginia." He also wants to insure that the community continues to maintain good relations with surrounding communities and with local governmental agencies.

CINDY WATERS, husband George and daughter Caitlin have lived in Lake Barcroft for 11 years. Cindy retired from the federal government in 2003 after serving almost 30 years, most of it in the Capitol Hill office of then-Senator Bill Cohen. Since retiring, Cindy has been president of the PTAs at Belvedere and Glasgow. She was president of the Woman’s Club and is now its program chair. With a B.S. in child development and family relations from Cornell, and continued interest in education issues, she serves on and was recently elected chair of the FCPS Gifted and Talented Advisory Committee. Cindy believes the greatest mistake any of us could make would be to take Lake Barcroft for granted. She feels that the Board is an important component of this community, and wants to continue the policy of LBA having a close working relationship with WID. If elected, Cindy will work hard to keep our neighborhood the amazing place it is.
