MINUTES OF THE LAKE BARCROFT ASSOCIATION BOARD OF DIRECTORS

 

January 15, 2003

 

The meeting of the Lake Barcroft Association (LBA) was called to order at 7:46 PM by President George McLennan at 6425 Lakeview Drive, Falls Church, Virginia. Those present were LBA Directors George McLennan, Peter Browne, Ralph Smalley, Sue Nixson, George Waters and Peter Walker. Also present were WID Operations Manager, Stu Finley and WID employee, Davis Grant. Lake residents Dick Shrum and Ellen Feldstein were also present.

 

THE MEETING WAS INFORMAL BECAUSE NO QUORUM WAS PRESENT.

 

George introduced the guests. Ellen was representing the Newsletter editor to report on events from the meeting that could be of interest to the community.

 

OLD BUSINESS

 

WID BEACH 5 SEAWALL: Peter Browne and Ralph Smalley recommended that the WID repair the seawall and consider adding pilings to prevent further damage. There had been no further discussion with WID on this matter. George McLennan suggested that the matter be considered further with WID. Committee agreed to pursue this further.

 

UNRECORDED EASEMENTS: Garrett Green reported that a suit to quiet title has been filed by an attorney representing a community member who pleads that he has been unable to sell his property because of an easement. The easement is standard in the language of all our deeds. This matter appears trivial and this concern is unprecedented. After discussion, it was

MOVED by George Waters and seconded by peter Browne that the attorney be contacted by Garrett stating that we have no objection to his motion if it is applied to this lot only. Motion carried unanimously with Mac Canter voting by telephone.

NEW BUSINESS

 

ARC Garrett indicated that the ARC committee has discussed the applicability of the ARC guidelines and whether they should be enforced strictly. He recommended to the board that they review the guidelines.

 

 

PARCEL A INSURANCE: George McLennan reported that Karen is working with the insurance agent to arrange for insurance on Parcel A.

 

2003 CALENDAR: Chris Lawson presented to the Board a calendar of events for the upcoming year and asked the Board to review and let her know of any additions or changes. George McLennan reviewed the first two months.

 

WID REPORT: Stu reported that they have initiated a change order with VDOT because the stabilization above one area of the bridge on Potterton needs to be rip-rapped. Feb 5 is the next WID meeting. A new electronic system for the dam costing approx. $45,000 will be installed in March or April of this year. The annual WID Spring meeting is scheduled for Wednesday, April 16 at 6:00 PM at Fortune Restaurant.

 

TREASURER George McLennan advised that Karen was soliciting auditors and that she should have an update for the next Board meeting.

 

PUBLICATIONS: Chris Lawson reported that forty-seven advertisers have purchased ads, most at higher rates. Collection of monies from advertisers will be pursued more vigorously than previously.

 

REGISTERED AGENT: Ralph Smalley suggested that Chris Lawson should become the registered agent for the Lake Barcroft Association, Barcroft Beach, Inc. and for the Lake Barcroft Foundation due a recent situation of our not being notified of the suit (referred to above.). [To be considered formally next month]

 

MEMBERSHIP: George Waters reported five new transfers. There are now 1015 members, 5 non-members.
