MINUTES OF THE LAKE BARCROFT ASSOCIATION BOARD OF
June 9, 2004
The meeting of the Lake Barcroft Association (LBA) was
called to order at 7:39 PM by Vice-President George McLennan at 6425 Lakeview
Drive, Falls Church, Virginia. Those present were LBA Directors George
McLennan, Regina Derzon, Uri Arkin, David Dale, Frank Aukofer, Karen Wehner,
Pete Walker and Kevin Howe. Board members not present were Shirley Timashev,
David Feld, Diane Davidson and Dave Goslin. Guests included lake residents Anne
Walker, Mike Niebling, Scott Kalkwarf, Tom and Jackie Woodrum, Steve Spivak,
Tina Snee, George Waters and Mike Korin.
Pete made a motion and Frank seconded to accept the minutes
of May 12, 2004 as presented.
CALENDAR REVIEW: The calendar was reviewed.
TRAFFIC STUDY: Regina moved that we adopt the
recommendations of the Traffic Study Committee Report which was previously
considered and by the Board at its April meeting and also presented in the
Newsletter for community response. The motion was seconded by Pete Walker.
The motion failed to pass with 6 opposed and 2 in favor (Derzon and Walker).
It was decided to vote on each item individually.
David Dale moved that the LBA paint center line stripes on
Lakeview Drive and Whispering Lane and put a cross walk by beach 2. The
motion was seconded by Frank. The motion passed unanimously.
David Dale moved that VDOT install signs at major
intersections urging drivers to watch for pedestrians. The motion was seconded
by Pete. The motion was amended by David Dale to expand the motion to cover
Aqua Terrace, Whispering Lane at Jay Miller, Dearborn, Malbrook and Crosswoods
Drive, Waterway and Potterton and Glenn Carlyn and Blair (see report). The
amendment was accepted by David and the motion was seconded by Kevin. The
motion passed unanimously.
David Dale moved that LBA Board recommend that VDOT place
stop signs on Beachway Drive at the intersection with Edgewater. The motion
was seconded by Karen. The motion passed unanimously.
Karen Wehner moved that the LBA Board recommend that VDOT
place stop signs on Beachway Drive where the end of Blair road intersects into
Beachway Drive. The motion was seconded by Uri. The motion passed with 2
voting in opposition (Frank and David).
David Dale moved that the LBA Board recommend that VDOT
place stop signs on Waterway Drive at the intersection of Stoneybrae Drive.
The motion was seconded by Karen. The motion passed unanimously.
Kevin Howe moved that the LBA Board recommend that VDOT
place stop signs on Crosswoods Drive at the intersection of Stoneybrae Drive.
Them motion was seconded by Regina. The motion passed with one voting in
opposition (David Dale).
Frank thanked the Traffic Committee for their diligent
PUBLICATIONS: Frank reported that the handbook was moving
forward. A review of the bylaws is being undertaken.
WATER SAFETY: David reported that the beaches are open. He
discussed the process of re-striping the parking lots. Mike Niebling suggested
considering changing the layout of the parking lot before re-striping occurs.
It was agreed to delay re-striping until September when there are fewer cars at
TREASURER: Karen gave the board an overview of new
insurance policy and carrier.
ARC: Kevin reported recent activity. Homes in Parcel A
will have a sales trailer this month and reported five different styles will be
available. Each individual home will have to go through ARC.
The board discussed an ARC appeal on a proposed fence
installation modification. Frank moved to uphold the ARC decision to deny the
request. The motion was seconded by Pete. The motion passed unanimously.
MEMBERSHIP: Regina reminded the Board that the Ice Cream
Social would take place this weekend. She reported that LBA had received
$1,400 in membership fees. There are 28 new owners since January.
It was moved and seconded to adjourn the meeting. The
meeting was adjourned at 9:45 PM.
