The meeting of the Lake Barcroft Association (LBA) was called to order at 7:35 PM by President David Goslin at 6425 Lakeview Drive, Falls Church, Virginia. Those present were LBA Directors David Goslin, George McLennan, Uri Arkin, Regina Derzon, David Feld, David Dale, Karen Wehner, Pete Walker, Shirley Timashev, Mac Canter, Diane Davidson and Kevin Howe. Board member Frank Aukofer was not present. Other guests included Mrs. Edwin Holland and her daughter, Lynn Holland and ARC Committee member, Carl Neuberg.


The minutes of August 11, 2004 were approved as presented.






Dave Goslin discussed the the upcoming civic affairs meeting which will be held on October 20, 2004 at JEB Stuart High School.


LBA PROPOSED CHANGES TO THE BY-LAWS: Dave Goslin thanked Regina Derzon and George McLennan for their help with the process. Dave reviewed the proposed changes. Mac Canter requested the Board to approve the document with the proposed changes to be presented at the upcoming membership meeting. Seconded by Kevin Howe. All in favor.


Dave Goslin asked The Hollands to introduce themselves to the Board and to present their ARC fence appeal to the Board. Motion made by Mac Canter and seconded by David Feld to approve a 5-foot fence. Amended by Dave Goslin that the design be negotiated with the ARC with the top 12 inches of the fence to be of an open design. Five votes were cast in favor of the amended motion by Shirley Timashev, David Dale, Mac Canter, Diane Davidson, and David Feld, with three votes in opposition to the amended motion being cast by Karen Wehner, Pete Walker, George McLennan, and Uri Arkin. Abstentions were cast by: Regina Derzon, Dave Goslin and, Kevin Howe.


PROPOSED RULES: George McLennan briefly discussed proposed rules and asked the Board to review them to be discussed at a later date.


NOMINATING COMMITTEE: George McLennan reported that Therese St. Hilaire, Regina Derzon, Christy Herz and David Feld have agreed to serve on the Nominating Committee.




SPECIAL EVENTS: Labor Day events went well. Shirley Timashev is working on some future events.


WATER SAFETY: David Dale stated that a plaque was presented to Kevin Hardy at the Labor Day Games. Two candidates for his job are presently being reviewed.


TREASURER'S REPORT: Karen Wehner reminded the Board of the need for their proposed budgets. Karen further pointed out that the annual fees are behind a bit at this time.


ARC: Kevin Howe reported that the ARC has met twice recently to review submitted plans. Seawalls and docks will be discussed in an upcoming Lake Barcroft Newsletter. Kevin stated that 3 plans have been submitted for new home development on Parcel A.


COMMUNITY WATCH: Pete Walker said the northern section is revitalizing the neighborhood watch program.


MEMBERSHIP: Regina Derzon stated 2 new transfers were received in September. She added that she would continue in her efforts to collect past due annual fees.


IMPROVEMENTS: David Dale called attention to Mike Niebling's report.


The meeting was adjourned at 10:17 PM.
