MINUTES OF THE LAKE BARCROFT ASSOCIATION BOARD OF DIRECTORS

 

March 8, 2006

 

The meeting of the Lake Barcroft Association (LBA) Board of Directors was called to order at 7:40 PM by President Dave Goslin at 6425 Lakeview Drive, Falls Church, Virginia.Those present were LBA officers David Goslin, Kevin Howe, Stuart Feldstein, Jerry Mendenhall, Shirley Timashev, Mark Cavich, Steve Klein, Mike Stahl, Carolyn Coldren and Lark Lovering.Board members Pete Walker, Frank Aukofer and Bill Herz were not present. New Board members were welcomed.

 

The minutes of February 15, 2006 were approved as corrected.

 

The minutes of the annual meeting held February 23, 2006 were approved as corrected.

 

OLD BUSINESS

 

ELECTION RESULTS & ELECTION OF OFFICERS:Jerry Mendenhall nominated Stuart Feldstein as President, seconded by Shirley Timashev.All voted in favor.Stuart Feldstein nominated David Goslin as Vice President, seconded by Mike Stahl.All voted in favor.Stuart Feldstein nominated Jerry Mendenhall as Treasurer, seconded by Mike Stahl.All voted in favor.Stuart Feldstein nominated Lark Lovering as Secretary, seconded by Mike Stahl.All voted in favor.

 

COMMITTEE ASSIGNMENTS:Committee chairs are as follows:ARC: Kevin Howe; Beach Maintenance/Water Safety: Mike Stahl; Community Watch/Security: Pete Walker; Environmental Quality: Bill Herz; Finance/Audit: Jerry Mendenhall; Improvements: Steve Klein; Legal: Stuart Feldstein; Membership: Carolyn Coldren; Publications: Frank Aukofer with Mark Cavich assisting, and Special Events: Shirley Timashev.

 

CALENDAR:Kevin Howe informed the Board that Earth Day will be held April 22 .Starbucks Coffee has agreed to sponsor this event.Dave suggested using this as an educational day for the community.Insurance coverage for the event was discussed.

 

Kevinreported that dredging will begin this month and that the dredging company hired by the WID will need to name LBA on their policy as a co-insured.

 

Shirley Timashev discussed the website and a new section for charitable donations.

 

Kevin Howe met with an engineer regarding Parcel A involving the stairway and retaining wall.Bids for the stairs will follow shortly.Retaining wall maintenance, plantings around markers, and landscaping were discussed.Jerry suggested discussing planting choices with the nearby residents.

 

Kevin Howe presented Dave Goslin with the JEB Stuart crew contract for signature.He expressed his concern about the dangers of hypothermia and has emailed the crew team representative to recommend that a gasoline-powered boat be present and nearby whenever the crew is rowing.

 

NEW BUSINESS

 

Stuart Feldstein stated that Kevin has discovered beaver traps set on LBA property and tied to a residentís property. Bill Herz will first contact the resident to confirm ownership of the traps and request that they be removed. If this is not sufficient, it was agreed that the Board would request that the WID contact the resident and inform them that if they do not remove the traps, the WID will do so.

 

Stuart Feldstein discussed the vacant lot at the corner of Glen Carlyn and Blair Road that has recently been put on the market for sale.Concern is that this area has a creek located on it that feeds into Lake Barcroft.It is also possible that this parcel could be considered to be part of the Lake.Kevin added that the lot is 1.29 acres and is part of the Resource Protection Area (RPA) because of the creek.It is zoned R2.Penny Gross will be contacted and asked to keep the community advised.

 

Stuart discussed recent situation regarding a residentís past due fees.Chris Lawson informed the Board that a letter is expected regarding this issue.Further discussion will take place once this letter is received.

 

COMMITTEE REPORTS

 

IMPROVEMENTS:Steve called attention to Mike Nieblingís report in the meeting packet.

 

SPECIAL EVENTS:Shirley Timashev will be finalizing Sand Day preparations for sand delivery, refreshments and games.

 

WATER SAFETY:Mike Stahl updated the Board on the WSS position.Kevin suggested contacting a pool company such as Century Pools to see if they staff guards.Dave is going to check with Sleepy Hollow Bath & Racquet Club.He also suggested contacting the George Mason Patriot dive club.

 

TREASURERíS REPORT:Jerry referred to the Treasurerís report in the meeting packet.

 

ARC:Kevin Howe discussed his communications with two residents regarding ARC issues and presented a draft e-mail to Stuart Feldstein for his review.

 

He described a proposed addition that does not require removal of any trees but which the committee is opposing because of its proximity to the lake.

 

ENVIRONMENTAL QUALITY:Stuart discussed tree issues in the community and the Resource Protection Areas.

 

MEMBERSHIP:Carolyn Coldren reported that in 2005, LBA collected $33,300 ($28,000 from the new Parcel A lots and 53 transfers at $100 each).In February there were 4 $100 transfers and one Parcel A lot fee of $3,500 for a total of $3,900 received.

 

Stuart received an announcement through Regina Derzon from the Property Owners Association for Virginia of a seminar on March 18 from 9-1 in Winchester for anyone interested in attending.
